1 Purpose of Position
Responsible for managing all aspects of the HR function for the set up of an integrated regional research and development facility in Shanghai. Key job responsibilities will cover recruitment and selection, performance management, succession planning, training and development, compensation and benefits administration, change management and employee relations activities for the site.

3. Principal Accountabilities
1) Formulate, in consultation with ATC Head and Technical Directors, an agreed set of HR priorities and services to support the people management requirements of the ATC facillity.
2) Assume Business Partner role for the ATC and together with the ATC Director, cultivate and promote a culture that fosters communication, collaboration and teamwork
3) Provide HR guidance and coaching to on-site managers on all aspects of the employment relationship to meet ATC needs and to comply with local legislations.
4) Drive standard processes and procedures to guide and ensure HR related programs and services in recruitment, training, salary administration and employee relations activities are professionally conducted.
5) Enlist support and coordinate closely with counterparts in Centre of Expertise in delivery of efficient and effective recruitment, payroll and expat management services to all users, consistent with policy and practices.
6) Work closely with respective Regional Business Partners to ensure HR processes in performance management, bonus plans, merit increases, and budget preparation exercise are in alignment with the respective business sponsor organisations.
7) Manage and maintain complete and accurate employee related job information records for ATC to support reporting requirements and decision support needs

6 Major Challenges
6.1 In partnership with the task force, be closely involved in a harmonization project to establish standardized policies, systems and processes to guide consistent people management practices in ATC.
6.2 Understand the unique challenges of managing a R&T organisation and in close partnership with the ATC Director and Technical Directors of respective businesses, create a working environment that will motivate and bring teamwork, collaboration and technical sharing.
6.3 Ability to work in a highly matrix environment and collaboratively develop solutions for people challenges that will balance the interests of the sponsoring businesses and the ATC.
7 Background Knowledge Required for Position
7.1 Education/Experience
Good bachelor or masters degree qualification in HR is preferred.
Minimum of 10 years work in a HR generalist roles in an MNC with at least 2 years experience in a R&T operation or a highly technical environment.
